### Fixed

- `Exit-AndWaitOnUI`: pure modifier keydowns (Shift, Ctrl, Alt, Win,
 CapsLock, NumLock, ScrollLock) no longer end the "Press any key to
 continue..." wait. `$Host.UI.RawUI.ReadKey` returns on the keydown
 of a bare modifier, so e.g. holding Ctrl to Ctrl+Click an OSC 8
 hyperlink in Windows Terminal closed the window before the click
 registered; the read now loops until a non-modifier key arrives.
 The virtual-key classification lives in the new private helper
 `Test-IsModifierKeyCode` (Pester-covered); `RawUI.ReadKey` itself is
 kept unchanged for host compatibility.
